The Royal Commission's Aboriginal Partnership Committee includes representatives from South Australia's Aboriginal Community Controlled Organisation Network (SAACCON) and Aboriginal Community Controlled Organisations (ACCOs) with expertise in the areas of domestic, family and sexual violence services.
The Committee, co-chaired by Commissioner Natasha Stott Despoja AO and Scott Wilson, will recommend measures to strengthen the delivery of domestic, family and sexual violence support services to Aboriginal people and Aboriginal communities.

Olive Bennell is the Chief Executive Officer of Nunga Mi:Minar Northern Regional Aboriginal Domestic Violence and Family Violence Service, and was previously the Head of Homelessness Services in AnglicareSA. Olive has 15 years’ experience as a strategic leader and has developed key partnerships, policies and programs with non-profit, private and government stakeholders.
Olive has more than 30 years’ experience working in both Commonwealth and State Government in education, child wellbeing, employment and training, family violence prevention and youth affairs, Aboriginal Affairs policy and program delivery.
Olive has an extensive and diverse background in social housing policy, management and operations with state housing in South Australia. She was previously the Director of Homelessness Strategy in Housing SA.
Her passion is working to improve the health, safety and wellbeing of Aboriginal people.
Scott Wilson is a well-respected Aboriginal leader and CEO of the Aboriginal Drug and Alcohol Council (South Australia) (ADAC) for over 30 years. He is also a Professor in Public Health at the School of Psychology and Public Health, La Trobe University
Scott’s personal and professional experience in substance misuse has made him a valued member of nearly every major governmental and non-governmental committee in Australia for more than 30 years. He has received several awards including the Australian Centenary Medal. Scott was the 2013 recipient of the Sydney University Graduate Medal the “Sister Alison Bush Medal” (Indigenous achievement).
In 2017, Scott was awarded the APSAD (Australasian Professional Society on Alcohol and Other Drugs) First Peoples Award ‘for Excellence in Science, Research and Practice”.
His other past leadership roles include being Deputy Chair of both the National Indigenous Drug and Alcohol Committee and the Alcohol Education Rehabilitation Foundation (FARE).
Scott was elected the Lead Convener of the South Australian Aboriginal Community Controlled Organisation Network (SAACCON) in 2019 and represents not only the specific needs of the SA Aboriginal community, but our Aboriginal Community Controlled Organisations at the National level, through the Coalition of Aboriginal and Torres Strait Islander Peak Organisations (Coalition of Peaks), of which he is the Deputy Lead Convenor.
The Coalition of Peaks is made up of 80 Peak Aboriginal and Torres Strait Islander Organisations and members from across Australia.
Scott was also appointed Chairperson of the International Indigenous Drug Policy Alliance (IIDPA) in 2024 and was elected as an inaugural member of South Australia’s First Nations Voice to Parliament in 2024.
Tosha Sambo is the Deputy Chief Executive Officer at Family Violence Legal Service (SA), which has offices located in Port Lincoln, Port Augusta and Ceduna.
Through her work within the Family, Domestic and Sexual Violence sector, she works alongside a multidisciplinary team within the context of a Family Violence Prevention Legal Service, to ensure culturally appropriate and holistic services are delivered to Aboriginal and Torres Strait Islander peoples and communities in the regional and remote areas of South Australia.
Tosha is the organisation’s representative with the South Australian Aboriginal Community Controlled Organisation Network and the First Nations Advocates Against Family Violence National Forum.
She derives her experience from working in the Commonwealth Public Service and Aboriginal community controlled organisations in the States of Western Australia and South Australia.
With a background in the health industry she has an extensive knowledge and understanding of trauma-informed practices, infant-child and maternal health and Aboriginal health and wellbeing.
She possesses Governance, HR and finance skills and experience serving as a Director and Executive Director on various Boards including Health Services, NAIDOC, Family Incorporated Associations and a Native Title Trust Group.
Tosha is passionate about supporting Aboriginal self-determination and she sees the best in people, in addition to encouraging others to embrace the rich culture of Aboriginal and Torres Strait Islanders.
Her positive attitude by nature motivates others to chase opportunities for growth, inspiration to overcome challenges in life and to advocate and amplify the voices of the most vulnerable people, that she represents.
